Management structure

Executive team

The Executive is the senior team within our organisation, accountable via the Chief Executive to the UCAS Board. The team comprises the Chief Executive and the Directors of eight business units.

A broader Senior Management Team, which includes the heads of sub-departmental units, and an Operational Delivery Team, which looks at the day-to-day running of the business, support the Executive.

The Executive bears collective responsibility for developing a Corporate Strategy that, once approved by the Board, becomes the basis for our activities during the year and in future periods.

Mary Curnock Cook
Chief Executive

Mary, as Chief Executive, holds overall accountability for the performance of UCAS.

Mary joined UCAS in January 2010, after spending six years as Director of Qualifications and Skills at the Qualifications & Curriculum Development Agency (QCDA). At QCDA she led on qualifications policy and implementation of the 14-19 Reform Programme, covering GCSEs, A levels and Diplomas.

Before QCDA, Mary spent six years as Chief Executive of BII, the professional body for licensed retailing, and during this time served as a Council member on the Further Education Funding Council (FEFC).

She was a Non-Executive Director of Laurel Pub Company and Chairman of award-winning e-learning company, Creative Learning Media for three years, from 2002-2005.

Mary has an MSc in General Management from the London Business School (Sloan Fellowship) and was awarded an OBE in the Queen's birthday honours 2000 for services to training in hospitality and tourism.

She is currently a governor at Swindon Academy, which offers both primary and secondary education.

Mary Curnock Cook
Helen Thorne
Director of Policy and Research

Helen oversees the Policy and Research business unit at UCAS responsible for the governance, collection and stewardship of data; analysis and insight; and UCAS relations with government, regulators and funders.

Helen's role is to ensure that UCAS is recognised as the authoritative source of intelligence about participation, progression and admission to higher education, and that data assets are governed and managed securely and effectively to underpin business objectives.

Helen joined UCAS in November 2010, taking on the new position of Director of Policy and Research, after spending a year at the Russell Group of Universities, where she was Head of Policy (research) and Head of Operations. During her time at the Russell Group she had policy responsibilities covering the student experience, postgraduate provision and research funding.

Before this, Helen worked for a number of government departments and agencies, including ten years at the Research Councils where she led the Research Councils UK team and established the Research Councils UK office in the USA, strengthening collaboration between UK and USA based universities.

Helen has a degree in biology from the University of York and was awarded an MBE in 2007 for services to the administration of science.

Helen Thorne
Jo Redfern
Commercial Director

Jo oversees the Commercial business unit at UCAS, responsible for all revenue generating and fundraising activity within UCAS. Jo's role is to ensure that costs to members and applicants are kept at a reasonable level through the generation of income driven by commercial activity.

Jo joined UCAS in October 2009, after 16 years at The Independent and Independent on Sunday where she worked her way up to Classified Sales Director. During her time at the papers she managed a busy and dynamic sales team, and she launched several commercially led newspaper supplements, including the Thursday education supplement.

Jo's area of expertise lies in sales with a particular experience in the world of education marketing. During her time at Independent News & Media PLC (INM) she developed an extensive student magazine and web portfolio.

Jo has a degree in archaeology from the University of Nottingham.

Jo Redfern
Steve Jeffree
Chief Operating Officer

Steve oversees Operations and service delivery at UCAS. He is responsible for delivering all of UCAS' admissions services, including the customer contact centre, and for the development, operation and delivery of technology services.

Steve works in partnership with the CEO to ensure that UCAS is able to continuously develop and improve to meet the needs of its customers and achieve its corporate goals.

Steve joined UCAS as COO in February 2012, after four years with The Law Society where he was Operations Director and Group Chief Information Officer.

Before this, Steve operated in a variety of industries; having held senior executive roles at Next plc, Dixons Group, National Car Rental, Thomson Holidays and Birds Eye Iglo Group.

Steve studied Computing at Nottingham Trent University.

Steve Jeffree
Fatuma Mahad
Director of Corporate Services

Fatuma oversees Corporate Services at UCAS, responsible for Programme and Project Management; Corporate Governance and Performance; Organisational Development; Enterprise Architecture; Legal and Compliance; and the CEO Office. Fatuma's role is to manage and support initiatives in UCAS which drive organisational performance, efficiency, delivery and implementation, and to protect UCAS from risk.

Fatuma joined UCAS on a permanent basis in July 2011, after holding a number of roles at the Qualifications & Curriculum Development Agency (QCDA). In over eight years at QCDA, Fatuma was Head of Corporate Business Planning, Head of Business Process Management and Head of the Portfolio Office. Fatuma has a degree in Accounting and Financial Management from University of Essex, and a master's degree in International Business from the University of London. Fatuma is a qualified Change Manager, trained in MSP and PRINCE2, and a P3O practitioner.

Paul Robinson

Director of Finance

Paul oversees the Finance business unit at UCAS, responsible for all planning and accounting activity, facilities, building management and procurement. Paul's role is to ensure safeguarding and appropriate deployment of UCAS' resources.

Paul joined UCAS in July 2012, after spending two years with an NHS Foundation Trust as Chief Financial Officer (CFO). As an organisation facing financial challenges, Paul focussed on cash management and developing a long term sustainable funding model.

Before this, Paul worked at a number of companies across Europe. As a qualified Chartered Accountant he joined KPMG in Paris in 1989, he then went onto work for Kraft Jacobs Suchard at the French HQ and European HQ based in Zurich. Paul eventually returned to the UK to work for Dell in 1995 where he spent nine years in a number of senior roles, including two years as the Financial Director of Dell's Swiss business in Geneva.

Paul has a degree in French from Lancaster University.
