Overview:
Reporting to the Finance Director, the primary purpose of the role is to assume full accountability for all procurement within UCAS. In addition, the Head of Procurement will lead a team of procurement professionals under a category management structure to ensure UCAS' market position is maximised. The role holder will be accountable for all strategic supply management relationships between UCAS and its supply chain.
Role responsibilities:
- Lead the development and implementation of all strategic category procurement.
- Provide high level strategic procurement support to UCAS in the planning of the entire portfolio across both business as usual and transformation workstreams.
- Maintain accountability for overall procurement policy and strategy within UCAS.
- To report to the Finance Director on a weekly basis in respect of all strategic and high value procurements.
- To provide leadership support to procurement category leads in the day-to-day development and implementation of supplier relationship management plans focusing on both tactical and strategic suppliers alike.
- On behalf of the Finance Director and UCAS' senior managers, lead on the resolution of all supplier performance issues through mediation and formal performance management measures, if appropriate.
- Maintain accountability for all Management Board procurement monthly reporting.
- Manage a team of four procurement professionals and provide effective leadership and guidance to all Procurement Team members.
Minimum criteria:
- Ideally having achieved Chartered Procurement Professional qualification (eg MCIPS).
- First degree or higher level degree an advantage.
- Minimum of 15 years experience of leading a similar size procurement team within a larger matrix management structure.
- Significant and demonstrable experience in managing procurement expenditure of c. £40M per annum.
- Excellent IT and presentations skills. Ability to use IT skills and modern technologies to resolve business issues effectively.
- Significant working knowledge of both UK and EU public sector regulations.
- Extensive experience of dealing with Board-level Executive Directors.
- First class influencing, communication and organisational skills.
- Demonstrable ability for high level strategic thinking.
- Fully accustomed to working under pressure and within strict deadlines.
